Galveston, Dolphin parking lot open?

We usually park in the Dolphin lot when we cruise out of Galveston. They allow you to carry luggage on the shuttle so it's much more convenient.

 

Last November we showed up at the port only to find that the Dolphin lot was closed? We next checked out EZCruise and they were booked, so we ended up having to park at one of the other port parking lots.

 

Does anyone know if the DOlphin lot has been re-opened? If not, I guess I'll try EZCruise.
