Adventure Antigua offers an Xtreme Circumnav tour, on which one of the stops is a swim with the stingrays. They schedule their arrival there so that no other tours are there at the time. The whole day is fun - you swim with the rays, have a great home made lunch on Green Island, where you have time to explore, go in the water, whatever, circumnavigate the island on a really great powerboat, snorkel at the Pillars of Hercules, and have a beach stop at a very quiet beach.
