Dolphin Encounter observer

Does everyone have to purchase the tour to "watch" the dolphin encounter. My Wife is not a big fan of the water and may not want to participate in the dolphin Swim, It is my belief that she will only observe. Does anyone know if there is a reduced rate for her to do this?

We weren't there for the Dolphin Encounter, but we stopped by and were able to walk thru the shop and right out to the rail around the tanks to watch the dolphins.

 

But like I said, there was no 'encounter' going on, so don't know if they limit it when they have the paying guests.

 

It was actually pretty cool, as the dolphins were jumping and playing by themselves so got a free show. :)
