If you receive OBC because of price reduction, and you don't use up said OBC, will RCL refund your credit for the balance? If no, why?

On our Mariner cruise in Jan. I went to guest services the last night and asked that question and was told that they would refund the credit card. Then the agent suggested that I take the remaining OBC in cash just to make sure there was not a problem putting it back on my credit card. That may be something you can ask about as well.
