Don't even think about taking public transportation from Cape Liberty to LaGuardia. What are you going to do with your luggage?

You would have to get to the PATH subway system, take that into Manhattan, drag your luggage up and down stairs to the NYC subway system, pay another fare and get yourself out to LaGuardia, then drag your luggage out to street level and get a local bus, with another fare (Qsomething) to the airport.

Go to the East Coast Homeport section here on Cruise Critic. The people who hang out there will give you some referrals for local shuttle van services that are reliable and reasonable.
