Telescope/Binoculars mounted on balcony...

Just returned from Liberty of the Seas. OS 1340, center hump starboard, has a telescope or gigantic bincoculars (since I wouldn't say it worked that well...or maybe I wasn't using it correctly!) mounted on post on the balcony. That was a surprise, as I hadn't read about that anywhere. I was told by the concierge later that it was the only one on the ship, but I didn't ask why.

 

Does 1340 on IOS or FOS have it? is it a test? Is being center hump the reason they only installed it on that balcony? The port side would have been the RS, and that balcony is pretty full...
