Which one of these items for treat bag?

Hi!

I'm coordinating a family reunion cruise. I have a lot of items that I'm going to put in the treat bags. However, I wanted to add one personalized item. Which one of these items do you think would be better for the treat bag?

I'd do the mints.......can't burn the candles on the ship, and wouldn't want to tempt anyone to light it! If you really like the votives, you can furnish the battery powered candles.
