No worrys, it will not effect cruises. Or the TSA for flying to your port of embarkation.

They have reported that as far as travel is concerned, only passport applications will be affected. Also national parks will be closed. Other than that, there should be no issues.

It's a National Park, so I guess it is possible. But I would think it will all be settled long before the end of April. This usually only happens (not usual, but you know what I mean there) for a day or so, then all is settled and everything re-opens. I woudln't worry about it that far in the future.
