Best beach excursion with 18 month old?

We have been to Jost Van Dyke with RC and that was fun, but we didnt have our baby then. The swim was not difficult but it was just us. If we did it again, we did love the beach, could we bring a tube to put around the baby that way we could gently push the baby ashore?

 

If we do the Brewer's Bay Beach, is the water just as gentle as Jost Van Dyke?? Is it as clear?

 

It seems that you get more time at Jost, or is it about the same since you have a 45 min boat ride?

 

Will i be charged for my 18 month old on excursions with NCL???
