VFIP rates are available to anyone who signs up for VFIP, which anyone can do even if they haven't cruised before. The Rate may not tell the whole story, PG rates often include free upgrades. Sometimes PG is better because of the upgrades. Remember when booking ES that the rate might be cheaper; but ultimately you could lose your deposit.
