Another dune buggy question

A friend was inquiring about this and wondered if it is for 2 people, and they have one adult and one child, since the dune buggy holds 2, do they have to pay for the child to fill the seat? Or can they pay for the adult and hope the second seat is NOT sold and out the kid in there for free?

You have to pay for the child. Dune buggy is 2 per buggy and there are only about 6 or 8 of them.
