No set times. Just keep checking Royal's website about 4 or 5 months out.

For my cruise in November, the excursions have been available since it was booked a couple of months back and spa appointments became available in the last couple of weeks.

 

However, no drinks packages (water, juice, soda only) or speciality dining is available. Guess they are doing it in stages.

I booked our excursions quite some time ago (not sure how far out, but pretty far - we wanted to pre-pay for as much as possible - possibly after final payment was due. We held out paying in full so that we could take advantage of price drops - twice for us!) & within the last month booked specialty dining - we leave in 11 days. (YIPPEE!)
