I wonder why NCL doesn't do these offers across the US and Europe at the same time?

Oh, sorry about that then.

 

Perhaps because US is their primary market and they target Europeans after that? For US citizens, it's far easier to take such a cruise than for Europeans. After all, we still have an entire ocean between us and the cruise ;-)
