We didn't realize ahead of time before taking a cruise out of NOLA that casino would be closed most of the first night and most of the last night. That would be 12 nautical miles out which would be more like an hour after leaving port. They open based on the ship's schedule and it's timed to where they won't have any problems with local state laws. I don't know how far out the ships are when fog delayed but it's within cell phone range and the casinos and shops are open.
