Try researching the Isla Verde area for this. I know for a fact that they practice this in the area but I don't know if there is a business dedicated to renting out or giving lessons on this. The area is about 20 mins from the port, easily reachable in a taxi. Either taxi or Uber can get you back to port (Uber still has some restrictions with pickups near cruise docks).

There is a parasailing company called watersports 4 U. Its $80 per person near Isla Verde beach. Uber is about $10-15 each way. Not sure if taxis are cheaper. Hope this helps.
