Snorkeling in Feb?

The only thing to really be concerned about is the surf conditions. Depending on the location of storms at sea (even hundreds of miles away) the swells and waves can vary from almost flat to tens of feet, and also on what direction a beach is facing. If the waves are really high it's pretty hard to find any decent snorkelling. However, you can always watch the surfers tackle the big ones.

Water temp isn't much of an issue. Any time of year there is an initial "hhhooohhh" as you get in (that's the sound of you reacting to slightly cool water!) but within a minute or two it feels fine. Waikiki that time of year has a water temp of about 75 F. (Water temp near where the lava is entering on the big island is above 75 C.!! heh)

As far as where to snorkel, just search in the Hawaii section of the board. There are tons o' great posts about it.
