Pre cruise / embarkation COVID test ?

(A question related to the Azamara Journey '11-Night Greece & Turkey' cruise, embarking from Istanbul on September 6th)

 

I know, that: "Azamara does not require a negative COVID-19 test prior to boarding unless this is required by local country regulations."

And, looking at the list, a pre cruise covid test is NOT required when embarking from Istanbul.

After a few days this cruise arrives in Greece. Had this cruise embarked from Athens/Piraeus, a pre cruise covid test would have been required! Most of this itinerary is in Greece, and guests will disembark in Athens/Piraeus.

So: When the embarkation port is Istanbul, where a pre cruise test isn't required .. a pre cruise covid test really isn't required at all for this cruise ? It's all down to the embarkation port, and it doesn't matter where the rest of the itinerary takes you ?
