venice tender procedure

Hi,

 

It looks like on NCL it is a difficult 90 minute tender process to Venice.  Is this the same for all cruise lines?  I know the government has new regulations but was wondering if any other cruise lines have found any alternatives such as docking in nearby ports and running shuttles.
