Is it ok to bring camera on the Chilkoot Float and Chulitna River Rafting float?

Haven't done the tours, but if you are concerned, you can look to get a realatively cheap housing for your camera. I wouldn't use it for underwater, but for splashproofing it should be fine.

Yes, we took one of those float trips and I took my digital camera along. I also had a waterproof bag to put it in when I wasn't going to take any pictures. Also, take along an extra pair of batteries. Mine went dead in the middle of the float trip and I missed out on some great shots of eagles. On the float trips, you aren't getting splashed like you do on the rapids trips.
