Beach for small children, water toys, chair rentals, taxis and more

On previous cruises, our son was content to play on a beach. Now we are traveling with a 4 year old and a 1 year old. Staying in one spot would be ideal for us.

 

Are there any beaches that have water toys, sand chairs for rent and where are they located? What do people pay to rent chairs?

 

I went to a private beach (Paradise?) in Cozumel where you could use the beach toys (kayaks, iceburg, trampoline) and use their chairs/float matts for free. You just had to buy your drinks/snacks from their bar. It was one of the best times we had.

 

I wonder if a one day car rental would save us money vs taxi's for transporting us to/from the beaches.
