question on Spa deck on victory

I have two connecting rooms booked on Victory for Xmas week and I am trying to get changed from the Riveria deck to the Spa deck connecting rooms. We have two in one room and three in the other room. My TA is saying we cannot have spa deck because we would need four in the connecting room for that day. Anyone know about this? This TA does not seem to be trying to hard. We are willing to pay the upgrade with no problem. I would appreciate any help or advice.
