Prince Rupert Stop Info?

Hi,

I am going on the Mercury to Alaska in August and when I booked the trip, thought that we would actually be stopping. Now it is set for a mere hour (my guess, due to Jones Act). My question is why did this actual stop change into a pseuostop? It would have been fun to see the town!
