Playa Pamuul Beach and Reef Snorkel

We have been there and we love it. It is a sleepy RV area with a nice laid back vibe. There is a good restaurant there; nice beach and reef. If you go, you do have to be careful at the reef as waves can throw you onto it (I was a victim) - but that didn't stop me from returning. There are plenty of fish and a dive shop. Google it for all kinds of info and pictures.

 

I would just take a taxi - no need to spend $$ on a tour. Another great option is to take a taxi a bit further South to Akumal. It is a lager fishing village and resort area with out of this world snorkling.
