Shallow water snorkeling

My DH wants to snorkel, but does not want to be in deep water. He likes to be able to come in and go out as he pleases. Does anyone know of an beach area that has lots of fish, and that rents beach chairs for me?

I would recommend the tugboat area by Caracaasbaai for great shallow snorkeling (lots of fish) and there is a nice beach on the other side of the road there to sit in a lounge chair under some palm trees. :) Also some historic buildings in the area (walking distance) and a pool on that beach. Washroom facilites and snack bar with good food. Showers on beach as well.
