How to send message to pax on Noordam?

I am hoping someone will help me, as my attempts at searching this forum haven't been successful! We live in England and our neighbours are sailing from NYC for two weeks on the Noordam on Saturday (22nd December). They are celebrating their wedding anniversay while on board and we would like to send them a surprise congratulations message. Please could someone tell me the best way of getting in touch with them. We don't want to speak to them - just send written greetings.
