Whats the earliest to take st.Thomas tour?

We will be in St. Thomas on 4/15 on the Triumph and I was wondering what time would be the earliest and safest time to book a trip to the beach with one of the tour groups? I would like to leave at like 9:30 but is that a good time to be sure to be off the ship and through customs or whatever you have to do? Thanks.
