Visa's on Royal Caribbean -Vietnam/Cambodia

I understand that the ship will have the ability to issue visas at Vietnam and Cambodia and have read the discussions on this board. Specifically, I am trying to determine if visa's issue by the cruise line on board the ship are only good if you are taking their tours. We have been to both countries before and want to go out on our own. I ask this because when we did a cruise to St. Petersburg we toured on our own and had to get our own visas which I don't have any problem doing, but just would like some clarification if NOT using the ships tours. I did this cruise last Jan. and was able to tour independently using the cruise lines visas. I have also done Russia and could not use their visa to tour independently.
