Have to have excursion in MoBay?

I was told today by someone who recently cruised on the Conquest that they(Carnival, Jamaican officials, I don't know) were not letting anyone leave the cruise terminal who had not booked an excursion. My family and I had just planned to take taxis to Doctor's Cave Beach. Anyone know anything about this?

Last week, no problems getting off the Ruby Princess in Montego Bay. We just walked off the ship, went through the terminal, and off we went. No fuss, no raised eye brows!
