Cuba self guided p2p

We are sailing on the Empress of the Seas in October. We are planning to do one of the shorter tours (2-3 hours) to make sure that we have clear documentation of P2P for the record. Then we're going to explore on our own and meet some Cubans in their own businesses (that aren't part of the guided tour). We're so excited to visit Havana!

How do I go about visit the beaches of Cuba? I'm going on a P2P cruise in the Fathom. I assume it's possible to break away from the guided tours early and venture on my own?

 

Each passenger is responsible for his/her own license; the cruise line does not get one for the group afaik. The P2P OFAC reason for travel requires that you keep a full time schedule of cultural/educational activities that fit this criteria. The beach is considered tourism, not one of the 12 reasons for travel, nor is random interaction with locals..

So far (and in the recent past) OFAC has not been asking for details of your activities, nor are border officials upon return, but you are required to keep a detailed schedule available for 5 years after travel.

So do whatever you feel comfortable with.
