taxi for group

We are planning on doing the zipline excursion on our own for our upcoming cruise. There will be either 11 or 13 of us.

Wondering if anyone knows if we can pre reserve a shuttle/taxi for our group and get a better rate than the $8 per person it looks like it would cost individually.

Rates are set by government.

Not if you use the regulated taxis. The government sets the rates and these are the taxis at the pier. We did find out there are a group of taxi drivers that are not from St Thomas but from Europe that might negotiate with you but we were told the taxis are not maintained well.

Taxi drivers from Europe on St Thomas? There are "gypsy" taxis whose drivers are mostly from other parts of the Caribbean but they are not licensed taxis and may or may not be cheaper than a regular taxi.

They are mostly outside major shopping areas, and are not allowed inside cruise dock gates.
