You can almost always cancel without penalty and rebook (exception being cruises booked outside the US, possible TA rules, and Carnival's early saver). If you picked a very desirable cabin like an aft balcony or one of the neighborhood balconies that overlook the aquatheater, you do run the risk of losing the room in the couple of minutes it takes to switch your booking.

 

Agents are capable of altering your booking to add the promo, it's really dependent on the agent you get. If you call and they want to cancel and rebook, hang up and try again.
