I have had Seder on Silversea (in the Straits of Hormuz, of all places) and anticipate it on Seabourn next month. Have always had a rabbi (or a cantor) on board when big Jewish holidays. Check with your TA or contact the cruise line and they'll tell you. Even without a rabbi, you should be able to ask the cruise line to organize simply by putting in request now and asking that the cruise line arrange to have the proper food to be on board. We were in AU several years ago on the small ship they just sold and they arranged a Hannukah celebration. They arranged a private room with candles latka's and sufgoniots.
