Planning to go to Hell - how long is the drive?

OK, it's a provocative title I admit . . . we have an excursion that ends at 2, so we have a few hours before the boat leaves. If we wanted to jump in a taxi and go to the town of Hell, send some postcards and get some photos, then return, how hard is it to catch a taxi? How much time should we budget?

Traffic really, really gets backed up in the afternoon. It took 45 mins. for us to go about 3 miles at 3pm....

I would skip Hell that late in the day.

It is very easy to get a cab to hell. No need to worry about traffic until after 5pm. Hell is about 20 minutes ride from the cruise ship pier.
