I do not know if I qualify as a "local", but we spend two months every winter 5 miles east of Progreso. When the cruise ships are not in town we like to eat at Eladios, right at the end of Calle 78 and the beach. We like to have a beer in the late afternoon and eat botanas (free snacks with your beer that can include small tacos, pumpkin seed dip, and ceviche. We also like to eat at Flamingo's about four blocks east of the pier.

 

Locals usually don't eat on the beach. Too expensive. If you go into the fresh food market opposite the lighthouse, there are lots of options for good, cheap local food. There are usually few cruise ship people there, and it helps to speak some Spanish. There are several roast chicken places on Calle 76 two blocks south of the beach that are good. Several of our friends favorite place to eat lunch in downtown Progreso is in the "Taiwan Chino Comida", a chinese restaurant on Calle 78 next to the San Franciso de Asisi Supermarket. Yucatanean/Chinese food is interesting and different.
