Will tours and taxis run on Christmas Day/eve?

Cruise ships are these people's livelihoods. Ships wouldn't go to a port if the ship excursions aren't available. Taxis will probably be running although maybe not every taxi. There'll probably be buses out of the cruise port as well. Whether or not all beach front (malecon) places will be open or not will depend on the owner. As most of these don't require reservations, you can just walk along and find a spot. If you're thinking about an AI, you'll need to contact the facility in advance anyway. They'll respond whether or not they'll be open. Likewise private tour vendors.
