From what I have heard, (here on cc), Phillipsburg will mostly be open, Marigot will mostly be closed, and public buses will be scarce. In fact, when we stay on the island (usually in Grand Case) we will only drive over to Phillpsburg on a Sat or Sun...since those are generally the days with the fewest (or none) cruise ships :).
