Slot machines open early in St. Lucia & St. Kitts?

I was on the Carnival Valor a couple of weeks ago, and I noticed that when in port, the casino was not open. I knew and expected this. There were, however, two exceptions to this - when docked in St. Lucia and St. Kitts, the slot machines were operational starting at 4 PM. We left St. Lucia at 5 PM and St. Kitts at 6 PM. I was wondering if anyone knew what law or agreement allowed them to do this. Thanks in advance for any answers.
