QV/QE Use of Art Gallery Space

On QV/QE, the Art Gallery has been placed on Deck 3 overlooking the Queen's Room. This is one of the strangest marketing decisions I've ever seen, I think a lounge there would do a huge business. Is there a technical reason this area has to be mostly empty space, or was this purely a marketing decision?

I was not involved with the decision regarding the layout of Queen Victoria and Queen Elizabeth in this area. Passenger ship design is always a compromise and it was obviously felt that this thoroughfare was a good place to position the Art Gallery.
