When I was there in November you couldn't. You can buy duty free alcohol onboard Solstice and some other duty free items, pretty sure they had iPads and cameras.

If you mean the terminal it doesn't have a tax free shop to date. It is being refurbished so that may change, but I wouldn't think it very likely.

Onboard they have tax free prices... don't take everything as a bargain though. Some things are and some aren't.
