Please explain....so confused!!

Hello my fellow cruisers. DH and I will be cruising on NCL in about 3 weeks and I was trying to secure a cave tubing excursion for us thru Cave Tubing.bz. As I was scrolling down their web page, I read this:

"If you are booked for a cruise with Norwegian Cruise Lines, you will not visit the mainland of Belize and will not have to opportunity to tour with our company. NCL has bought their own Harvest Caye, and no contribution to the country of Belize occurs. You should cruise with either Carnival or Royal Caribbean to enjoy our tours."

Please help. Is this true?

Harvest Caye excursions are booked through cruise line only
