Cave Tubing + Snorkel

In short..no.Cave tubing is about an hour inland from the tender pier. Snorkeling is about an hour seaward from the tender pier. You'd be booking 2 different excursions and unless it was a larger group that could guarantee getting off the ship on the first tender and hoping beyond hope the snorkel boat can make if back in before the last tender.

 

And to answer your other question, if by Honduras you mean Isla Roatan, the answer is YES. And maybe a better.
