Lower ramp Upper ramp

I am sure the use of ramps has something to do with the tides in port.

For example in Le Havre cruise ships only use the upper ramp as the tides fluctuate heavy.

 

A lower ramp makes wheelchair travelling so much easier.

 

Does anybody knows the cut of point (tide difference) where the lower ramp cannot be used.
