They limit their policy coverage to a specific list of airlines, cruise lines, and travel agencies on their list of "Covered Suppliers." For those of you who use other travel insurance providers, do each of these insurance purveyors also have a "Covered Supplier" list? Others may have a "black list" of suppliers they will not cover (usually suppliers that are currently in bankruptcy) but otherwise they accept just about any suppliers. Allianz does not include travel agencies on their list because they (along with everyone else in the industry) don't ever cover losses that arise from the travel agency. If the agency goes bankrupt and you lose your money you're on your own no matter what insurer you use. For example, this is from TravelSafe which does not use a "white list" like Allianz: Bankruptcy or Default means the total cessation of operations due to insolvency, with or without the filing of a bankruptcy petition by an airline, cruise line, tour operator or other travel provider provided the Bankruptcy or Default occurs more than 14 days following Your Effective Date for the Trip Cancellation Benefits. There is no coverage for the Bankruptcy or Default of any person, organization, agency or firm from whom You purchased Trip Arrangements supplied by others. So no coverage if you lose your money because the agency goes bankrupt. Any losses created by the agency by any means have to be resolved by you and your lawyer.
