Where do you dock? If it's Carnival, you would be docking at the Old San Juan pier. You can walk right off the ship into Old San Juan and explore to your heart's content. http://www.puertoricodaytrips.com/old-san-juan-basic-info/ There is a free trolley service that takes you from the pier to the entrance of the forts.
