The best I can tell is that it is the last room with a veranda on the front or back of ship which would cause it to have a limited view one direction. If you search Google images for "disney cruise navigator verandah" there's a lot out there. We've sailed in a navigator's veranda twice and love them. It's a way of having a balcony at almost the cost of an outside stateroom. The view is pretty good and it's a great stateroom to have for TA sailings since it helps cut down on the wind. I haven't sailed on the Dream yet, but that changes in a little over three weeks to complete my grand slam. We're actually in an aft stateroom with the extended balcony.
