Taxi rate in St. Thomas

We're heading back to St. Thomas in a few weeks and plan to go to Sapphire Beach. My first question is for anyone who has been there recently and if you could tell me how the construction is and if it's having any impact on enjoying the day there. We're cruising with my MIL and her friend and my MIL has been waiting a long time to go to St. Thomas. I have had Sapphire Beach as the beach to take them to, but now I'm wondering if I should change it. They are looking for a nice beach while DH and I both snorkel. Any other suggestions for beaches that also have good snorkeling?

My other question is how much the taxi rate will be per person if we choose to go to Sapphire? I am trying to figure it out based on the website below, but I'm not having much luck. DH and I just always grab a taxi in port, but my MIL and her friend are wanting an idea of how much money to have in ports, so I'm trying to tally up an amount for them, including taxis.

PS--we'll be on NCL Escape, docking in Charlotte Amalie.

Taxi fare should be $10 per person each way. Construction at Sapphire will not affect your visit. New restaurant open at Sapphire now, too.
