The water at the beach at Progreso is not good for snorkeling. The wave action kicks up the sand, so the water is not as clear at Cozumel. We live near Progreso in the winter, and I have never seen snorkeling equipment for rent.

 

In terms of Dzibilchitun, the cenote water is fresh, crystal clear and great for snorkeling. I have never seen equipment rental. We bring our own, which may not be practical for a cruise ship passenger. The closest changing facility is the rest rooms in the visitor's center about 1 km from the cenote. I wish there was a shower near the denote, since I worry about the sunscreen and bug repellant getting into the cenote water.
