Which ship? The A's and B's are usually the same just on different levels. Now if you opt for a bottom room the windows are small.

Sorry the Thor I think one of the newer long ships. They r both balconies but she was saying the view might be better higher up on the next deck

The view is always better the higher you are. I was on the longship in November and loved it. What time of the year are you planning and what river. You will be on the top deck if the weather is nice and no need for the higher room.

You really don't spend much time in your cabin. If you want to see the view you would be better up in a lounge instead of sitting in your cabin.

Have not done a river cruise yet, but are booked for late August. Had the same question when we looked for "best cabin". Twp things I discovered that I had not thought about.
1) In a busy port, ship often dock along side each other. As a result your balcony may be only a couple of feet from some one else on a different ship.
2) While cruising sitting on your balcony you are blind to the other side of the river, so being up top, or at least in the lounge may be a better view.
I considered these points, and opted for a lower cat. room (but not water level). Can use the "saved" money for other personal pleasures on the cruise.
Just something for your consideration

On the river cruises, deck isn't all that important. As a general rule, you will spend most of your time walking around, eating dinner, and sleeping. Very little time will be spent gazing out of your stateroom window.

Bottom line: Assuming bedding arrangements are the same, any deck is fine!
