How did you get to Brooklyn Cruise Terminal? Did you drive, hotel & park?

I am sailing on the Nieuw Statendam out of Quebec City and have just heard that HAL charges $20 US per bottle of wine no matter where you drink it. My understanding was that every person is allowed 1 750 ml bottle for consuming in your room without fee. Do they apply this fee????
