BIG Cuba excursion changes

I have had a couple of discussions with my TA and Royal this morning due t a letter that Royal sent out this week to their own customers, not those who booked through a TA (yet). essentially, it says that in order to leave the ship now in Havana, you HAVE to book your excursion with Royal. In addition, once your tour is over, you are not allowed to wander around Havana. You have to return to the ship! Not sure if many passengers are aware of these changes yet, but it's not sitting well with me for our April cruise.
